Someone hacked their system and charged my credit card $ 1200.They refused to refund me the stolen moneys even though they caim protection against any fraud, Big Lie!Forgot to mention, my credit card institution refused to refund me any moneies saying it was Paypal obligation since they already claimed proclaimed Insurance protection.

First question: Yes I have had many many problems with paypal. One being that when I use American Express I am not permitted to dispute any charges when someone does not fulfill their side of the contract. American Express says Paypal is the intermediary and they did everything they were supposed to. The person who didn’t was the seller, but the seller was not the person with the merchant account. I am sometimes able to do a paypal buyer protection claim, but only if the seller has 98% positive feedback and atleast 50 feedback (I think). Even if the purchase is eligible for the buyer protection, paypal will not refund the money, unless the seller has the money in their account. For example, If you send me $ 1000 via paypal for an ebay item, and I withdraw the money from paypal, you will not be able to do a buyer protection claim since the $ 1000 is no longer sitting in my account. Paypal will attempt to withdraw the money from my checking account, but if they are unsuccessful then you will be unsuccessful as well in trying to get your money back. Second question: You should be able to dispute the charges (even if you used American Express) because you never authorized the $ 1200. The only time you will have a problem disputing charges, is when you authorized the charge, but the seller sent you a rock or nothing, or a fake item, etc..Visa and Mastercard don’t seem to care that disputing charges is a violation of the TOS. So if you must use paypal, stick with them only. Never pay anyone with American Express. Never pay anyone with funding from your checking account (that is worse than AMEX), and most of all NEVER EVER EVER pay someone with paypal balance. That is the absolute worst of them all.. Don’t do it.Edit: If your credit card company won’t refund the money, then it is time for you to get a new credit card.. If they won’t refund the money now they also won’t refund the money if the card is stolen, etc.

I bought a Dell notebook on EBay auction. The Buy it Now price is $ 850 which I paid immediately. It is a 2009 model but the seller said he got 10 such discontinued notebooks so he sold them cheap on EBay. All ten notebooks were sold immediately. I was happy I got one because it is worth $ 1000 to $ 1400 on other auctions. The following day I found three other buyers gave the seller negative feedbacks and the seller no longer registered with EBay. But EBayer/Paypal has already charged me $ 850 which was transferred from my PayPal Plus Credit Card issued by EBay. I immediately went to PayPal resolution center and opened a complaint case. The seller filed an UPS tracking number which said a shipping label is generated and ready to ship. The status hasn’t changed for nine days now. The status stayed the same (ready to ship). Since PayPal has transferred $ 850 from my account to the seller’s account then seller closed his account immediately after he received the $ 850, is there any chance I lost money even PayPal Protection should protect me from such a fraud? Anyone knows the matter and the law? Thanks.The seller has 100% good feedback from 22 buyers buying refurbished electronics items from him. He answered my questions promptly and seemed to be a nice person. Who knows the next day he closed the account after receiving about $ 8500.

File a dispute with Ebay/Paypal ASAP. It doesn’t matter if they label says ready to ship. If they seller does not have proof it was delivered to your home, Paypal will refund your money. It doesn’t matter if the seller closed their account – when they created the account it was attached to either a credit card or bank account that Paypal can get they money from

when should I use paypal and when should I use credit card?

my paypal account is attached to my credit card.I don’t hesitate to use my paypal account when buying little things off of ebay……but when I buy more pricey things elsewhere on the net, I wonder if it would be better to punch in my credit card. I had a dispute with a merchant recently, and I thought my credit card would protect me and for all I know it may have if the matter hadn’t been resolved another way…..but something my credit card accompanied said to me spooked me, It said because I payed with paypal, the liability protection offered me through my credit card might not apply, because I technically didn’t buy it with my credit card…i bought it with paypal…..apparently using paypal as a middle man limits my credit card companys power to protect me against fraud etc…..they said sometimes its “tricky”, that they can’t always resolve the situation because they have to go through paypal to do it…..if paypal sees things differently and chooses not to help then theres nothing they can do…..or something like that.so…..are there situations when using my cc is better or safer then paypal?…

Well your exactly right. Normally when I purchase big things I will use my card. One simple concluded as you stated. Your tease will not protect you from purchases paid through paypal. In other word you can call your cc company and tell them that you have a dispute with paypal. If they refund your money then your paypal been will be freeze unitl the receive the funded that were refunded. So in other formulate I would pay with my cc for anything that offers you pay that way. If not use paypal.

I need to buy a part for my truck from someone far away but don’t want to use paypal… is there another way that is safe? I don’t want to risk the blackguarding running off with my money if I send him a personal check! Is there a way that I tin pay him but be protected from fraud?What about those checks that my credit card company always sends me that are linked to my credit card? Do they offer fraud protection?

If you attached your credit card to your paypal account and then use that to pay for the separating, you are getting the exact same protection as if you used the card card directly.– I have opened disputes with my cc company having paid this way and have always won (unfortunately, have had to do it 2-3 times). Normally paypal has a 45 day dispute timeline. Your credit card will probably have a 60 day dispute deadline.

i’m just confused, because the person i bought it from looked legit – he had 100% rep after being involved with 30 items. I have emailed him, but have had no reply as of yet.

Do you think i will get my item? has anyone had this before? How long should i wait before i try to appeal to paypal or whatever?
